Asbel Montes is a results-driven management executive in the healthcare revenue cycle and governmental relations space. Over the past two decades, his experience in the revenue cycle space specific to air and ground ambulance has allowed him access to understanding and creating unique reimbursement models tailored specifically to the unique needs of the ambulance service community.
He has served on numerous boards and committees within the ambulance industry. He is the current chair of the Payment Reform Committee for the American Ambulance Association and is a respected thought leader on reimbursement initiatives within the industry, as well as a requested speaker at many conferences. He has also been asked to testify as an expert witness before federal and state health committees regarding ambulance reimbursement. In September of 2019, he was appointed by the Department of Transportation Secretary Elaine Chao to the Air Ambulance and Patient Billing Advisory Committee (AAPB) to address the issues of surprise billing in air medical transportation.

Donna recognizes and appreciates EMS services are critical healthcare partners and are the safety net providers for many small and rural communities. She was integral in establishing one of the first Supplemental Payment Programs for the EMS industry and remains committed to that work today. Recognizing both public and private providers are under-reimbursed for the essential services they provide, she ensures enhanced payment programs for EMS Providers are available to the entire spectrum of provider types.
She currently serves on several national committees, boards, and advisory panels including but not limited to the NRHA Rural Health Congress, the Rural Health Information HUB Advisory Board, and the NHTSA funded Traffic Records Coordinating Committee. Donna holds both a Bachelor of Arts and Master of Arts in English Literature.
